Chicago residents can reach public health services through two main pathways: clinics operated directly by the Chicago Department of Public Health (CDPH), and a network of "safety net" community partners such as community health centers and Federally Qualified Health Centers (FQHCs). The right starting point depends on the need. For a child experiencing a mental health crisis, the first call is the statewide 24-hour CARES line at (800) 345-9049. For immunizations, STI care, or a primary care home regardless of ability to pay, the pathways below show where to begin.

Understanding Chicago's Public Health System: City Services vs. Community Partners

The city itself runs a set of clinical services. CDPH, according to its own Clinical Services page, "operates Immunization Clinics, Mental Health Centers, and STI Specialty clinics to provide a variety of primary and preventative care services to support underserved populations across Chicago." The department adds that it "partners with community mental health providers and invests in local agencies to ensure all residents have access to mental health services," and that these services are provided free of charge to Chicagoans who are unable to pay.

The second pathway is the safety net. The city's Healthcare Access in Chicago page defines these providers as those "that organize and deliver a significant level of healthcare and other related services to uninsured, Medicaid, and other vulnerable patients." That definition, drawn from the Institute of Medicine, is what separates a safety net provider from an ordinary private practice: it is defined by who it serves, not by its ownership.

The city's page lists the range of organizations that qualify: some hospitals, including public, children's, teaching, and community hospitals serving low-income individuals; community health centers; Federally Qualified Health Centers; migrant health centers; health services programs for people experiencing homelessness or living in public housing; school-based clinics; and some home health agencies. For a resident, the practical meaning is that a clinic near you may be part of this system even if it is not run by the city.
